习近平总书记指出，开放也是改革，要寓改革于开放之中。每一轮改革总是伴随着新一轮开放，更深层次的开放总是推动着改革向纵深迈步。从国内看，全面深化改革已步入深水区，冲破思想观念障碍，突破利益固化藩篱，啃掉各种“硬骨头”都需要以开放促改革。从国际看，国际局势复杂多变，世界经济不确定性增多，更好利用世界市场、推动经济高质量发展，实现转型升级也需要向开放要动力。实现国内外变革突破，推动形成全面开放新格局，载体平台无疑是关键一环。进博会作为各国产品展示、交流、合作的平台，它有利于扩大进口，改变国内贸易格局，促进对外贸易平衡，有利于改善供给结构，促进国内企业创新与竞争。进博会用开放促进改革发展无疑是给力的。
